Whether or not an RDM is forgiven, it can still fall under the designation of RDM. The rules do not specify forgiveness of reports explicitly so it is up to the staff member. As far as I can tell, Darth was completely in the right for banning you as you did RDM 5 times.
As far as the rules go, the reports have little to no bearing on the final decision of a staff member. They are a guideline, and a bookkeeping tool. They are not law.
P.S. Honestly, I'm not even sure why George or Darth forgave you in the first place. I'll chock it up to pity.
