I don't see the point in adding new NPCs, seems like the kind of thing you'd screw around with in single player.

NPCs just lag the server, because their bodies don't disappear when they die, so you'll end up with 40-50 dead npcs laying around, and if nobody is around to cleanup, then that could bog the server down until a map change happened.

As in like, a bow and arrow? Cus if it's a crossbow, we have the Half Life 2 Crossbow already, which is an insta-kill to anyone without armor.
