Well I don't make the rules, @SaintLuther does but if that was a thing, I'd say warning first, then kick if it doesn't stop.

Because that could be seen as avoiding being on that team, because they couldn't switch (for team balancing reason).

Well I could disallow players from suiciding in console, but nothing can stop hunters from grenading a big area of props, and that might be hard to prove that they were purposely avoiding being a hunter.
