Why is it so hard for me to get a drivers permit!

The first time I went to take my drivers permit I get told my school eligibility certificate is expired.
2nd time they deny my birth certificate because it doesn't say New Jersey anywhere on it. It just says City of Elizabeth.
3rd time I get there at 3:45 and wait in line until 4:07 and they tell me I have to be there before 4. 
I now hate the DMV like the rest of society

If you are a student then you have to get a school eligibility certificate. Idk why but it's required. The school also has the power to revoke your permit/license if you are doing absolutely horrendous in school.
