New T Shop Weapon?

I see this on a lot of TTT servers:

It's a pigeon bomb. There are 2 kinds of it, but this is the better one. The other homes onto people on the map, but this one (despite the name "homing pigeon") only lets you kill the person you aim at. Pull out a pigeon, put your crosshairs on an innocent and left click. Pigeon fires and instakills whoever the target was. If the distance is too big and cover is nearby, you can survive or avoid it. Only one shot. I see this as a sort of alternative to a silenced AWP. While an AWP has 2 potential, silent kills, this has one, almost guarenteed loud and obvious kill.
