Clarify and add a rule

I think it's time we clarify once and for all that users are not permitted to participate in and/or encourage illegal activities on LFG. We've had too many instances of this occur without any clarification. We should also make this offense permabannable, as we shouldn't tolerate people who use LFG as an asset in illegal activities. I'm gonna put a poll up on this issue, to see what you guys think.
