Add a rule to all servers

idk why this isnt a thing but why isnt there a rule that specifically says Don't Abuse the !Request Command. meaning dont send things like

or my all time favorite


these arent the only ones. we get at least one or two a day. and it is very annoying if you have it set up to send you an email for every request. it is there to get staff online when needed.
