Taze ban Specifications

here's a better version.
1. You will be tazed banned if you put players into walls or outside the map.
2. you will be tazed banned if staff deems it fit
3. the first taze ban will last a day and you will have a chance to redeem yourself.
2. when you hit your second taze banned you will be taze banned for a week

You count worse than @"Hunterboomer".
Also, we can't really make rules about duration since that isn't possible yet without manual intervention.
Once I add that then I'll make proper rules for it.
