He came to me because obviously it was a situation admins could not handle. And you were one of the people who ungagged him (proof here) so your vouch to unban him doesn't mean jack shit in my opinion. He would ungag himself constantly (like this and this) so he could continue breaking the rules. This is an abuse of his power which is why I banned him because every other administrative action can be undone by himself; banning being the only action he cannot undo thanks to a recent change in bans by @SaintLuther. 

I will not handle the ban appeal, I will let @SaintLuther make the final decision.

I ungagged him cause he gag was temporary as it was suppost to be, and he was being good so i ungagged him cause it had been some time, usually gags last 5 - 10 minutes until i lift it, and he had already unpgagged himself since his pgag was unjust and shouldnt have been permanent, so my ungag did nothing.
