Well in game I cannot talk. My mic is connected and everything, yet I cannot talk.

its possible your mic isn't set up properly, check your steam game microphone setup. click on friends, click the gear icon and select the voice tab. then open sound settings for your computer and check to see if the input there is the same as the one in steam
