8/2/20 - Rule Tweaks

The rules have been updated. A summary of the changes:

Everyone but the following may now mug: Police, mayor, medic, guards, and hitmen

Removed rules:

[Money printers] cannot be hidden or only accessible through locked, unowned doors.
Gun dealers can not sell any gun for over 2x its value.
Thieves can not rob the bank with a mob boss or gangsters.
The Hobo King can command all other hobos.
[Raiders] can not raid the police.
