i don't get why people fucking say this, How would you know they are innocent? its not like you can tell from the way they shoot them or some shit.

You don't know, which is a good point; however it's still better to be killed by an RDMer because if he really was RDMing, then you could report him, and he gets punished, and you lose one round and that's it. If you consistently shoot the guy who's RDMing, then you lose karma if he's on your team, eventually leading to this. I hope you can comprehend the logic behind why we say it's better to be RDMed than to RDM an RDMer.

Also, if your karma gets in the 700's, it's always a good idea to just stop playing until your karma goes back up some, as usually a single RDM is enough to get you karmabanned if your karma is in the low 700's.
