I've had to kick this player multiple times, for prop spamming, prop blocking other peoples' bases, prop blocking 7eleven, etc.

Really? Because the props were tagged with your name and when I kicked you, they went away. So unless someone used a really complex E2 to spawn props with someone else's name on them and simultaneously removed them at the exact same time you were kicked, they were yours.
