The first part is, you just gotta create a group that has permission to edit the part of the forum the admin list is on, and add the headadmins into that group. They could also have the ability to lock applications, if they're given the ability to accept operators.
I don't think the second one is, but I don't know. I've never ran my own gmod server.

Closing and prefixing threads is easy enough, but even if they have access to the announcements forum, they still couldn't edit my post unless they were an administrator.

Anyways, if I really wanted it to work out, I could post the admin list with a different account that you could access, but it would still be difficult allowing non-administrators to assign server groups without some sort of custom plugin. Even if I had that I still don't really like the idea of "head admins".

Well, the decision all comes down to you, but I think it would be worth it considering how many players apply for operator/admin, it would make the process go a little quicker and it would make you seem less of a "I'll do it when I feel like doing it" kind of owner, not that I feel that way, I don't mind the wait times, but not everyone is a patient person like I am.
