add a rule to prop hunt

so i see this all the time. people rtv 2, 3, 4 rounds into a map. and then if they dont get the map vote they'll wait for the cool down and do it again. and it is really annoying. all i want is a rule that says dont rtv 4 or 5 rounds into a map. and definitley dont spam it every time the cool down ends especially if only 1 or 2 people voted for an rtv.
