give everyone an SW (it's a one shot)
Make it so that a kill with a crowbar/knife gives the player an extra bullet
If you kill a person with a bullet it gives them a bullet back

Sounds kinda dumb. If you kill someone with your one shot, surprise, you get another shot. So much for "One" in the chamber if you just magically get bullets back by killing players.

Then again, invisible traitors are a thing so who knows, maybe this one isn't as bad.
