TOS doesnt require a server. You add people and invite them to a party. I mean a chat server, but we could use Teamspeak for that.

KEEP IN MIND!!!! We have to go through the grueling task of adding people on ToS and inviting them to a party, so if you could post your ToS name that would be awesome.
