Charlemagne does know the rules. He's just a little trigger happy when it comes to certain situations lol

On the topic of  mranon's application, there are good and bad things about him.
He does know the rules, and sometimes he follows them.
However, sometimes he gets himself RDMed when he's in a bad mood which damages the karma of whoever kills him.
I've never had a problem with him when it came to reports. If he RDMed on accident, and the victim didn't forgive, he accepted the slay, so he's good there.
But sometimes he intentionally RDMs to end rounds that take longer than usual, because he's a little impatient.

So, with all this in mind, my vouch remains neutral; however, if I see his behavior improve, it could change my decision.
His behavior is improving and I feel he would be helpful as an Operator. I give my vouch.

ADHD is worse then ADD Trust me i have it. 

Also on topic of this application I have played with him a few times but when i did he Knew the rules and followed them but then again i have not been on in a while so i don't know if he is still like this so i an neutral as it stands.
