Bring the text speech thing to sandbox

Alright so on TTT and Deathrun there is something added to where if you say some things it responds with a sound so if you say for example Hello, there will be a sound that plays saying "Hello" and "Orgasm" responds with, well, an orgasm.

add this to sandbox cause its supr dupr cool n saint himselfie said it was possible so im make a thread about it.

I dunno why this isn't already a thing. Maybe add like a 2 second cooldown between sounds (from the time the sound ends) so it can't be spammed. But it definitely should be a thing if its possible, since almost every other server has it already.

and since @SaintLuther is gonna add the profanity filter (which is gay) he might as well add this too.
