It hardly goes that route without a report. Maybe 1 or 2 times EVER for me personally. And thats because it was a member who knew the rules and had no problem with it (Terry who also happens to be my friend) However i never HAD to, Saint worded it like you DON'T need a report at all for it "it doesn't say you shouldn't slay them if they don't report the killer"-SaintLuther

I'm pretty sure I asked this before, but I still can't see anywhere in the rules that hints at this. It says quite the opposite really.
