add a rule that people cant take over the entire base. The inside base of gm_mines is around 80% of the map and if someone takes it over (which isn't hard since theres only a few easily sealable entrances), you only have the forest and the outside if the base and it gets boring real quick outside.

on a side note: just to clarify, I'm not saying that you shouldn't be allowed to make a base in an area of the base, I'm saying, you shouldn't be allowed to have the entire thing for yourself.

That's because 7eleven could probably be considered secluded, but all people did was fight over it
