Honestly did he hack to get Sv_cheats 1 on? or did someone else enable it and he used it when he found out its on??

Btw Dude instead of using console to go into thirdperson do !thirdperson or !3p

The only way I know of to enable sv_cheats is to use hacks or a bypasser, which would be cheating.
