Remove the Combine APC SNPC

The APC SNPC breaks radio spawners, one second the music is playing fine and then the next you spawn the apc and the radio breaks and starts to loop the same small section over and over again.

it shoots missiles and shoots combine bullets at you. @"myon" suggested it in the first place, its kind of useless tbh

it was suggested to add something for npc events. we use radio spawners more than we do npc events so its not worth keeping when it causes this issue
