TTT Bounty System

I know the bounty system is popular but it can easily be abused why constantly placing bounties one person or multiple people and even cases where people have placed bounties on their T buddies. I think we should add to the rules that you cannot place bounties on your T buddies. As for over use of the system I think we should place a bounty cool down where someone is only able to place one bounty every other round. When people constantly place bounties people have started shooting others in the attempt to claim the bounty and this can cause issues. Adding a limit to bounties and regulating them this will in my opinion lower harassment of players.
It really ruins a game for someone when they have a bounty placed on them 5 rounds in a row. Or give staff the ability to take people's bounty ability away if they feel like it is being abused.

Why do we even have a bounty system to begin with? The objective of TTT is to find and kill Ts, not to harass people and bounty them over and over again. I can't count the amount of times where I've been bountied on my t round by some guy who either randomly gives bounties or gives one to the same person every round.

Another idea is do what we did for tasers and make it to where staff (up to Saint if he want would want only admins to have it or ops too) and if they are abusing it to have time penalties.

let me just say this bit real quick lets say a player gets a bounty put on them and they kill 2 other players trying to fight back then they get killed then they get revived and another bounty is placed doesn't sound very fair to me.  plus we all know how much it sucks to be a T then get a bounty set on you
